Policy Assessment Report on the Constituency Governance in Coimbatore

Prepared by the Civic Policy Forum (CPF), the report presents a detailed, field-based assessment of a portfolio of welfare initiatives led by Smt. Vanathi Srinivasan in Coimbatore, spanning early childhood nutrition, menstrual hygiene, educational continuity, women’s livelihoods and access to safe drinking water for low-income households. The schemes covered include Amutham, Idham, Suyam, Modiyin Magal and the Water ATM initiative, together forming an integrated model of constituency-level social protection.

Based on structured beneficiary surveys, the study documents strong evidence of impact across multiple dimensions, including improved child and maternal health, financial relief for vulnerable families, 100 percent school enrolment among surveyed fatherless girl children, enhanced income opportunities and confidence among women, and high satisfaction with clean drinking water access through Water ATMs. The report underscores a life‑cycle approach to women‑centric development, preventive rather than reactive welfare, dignity‑preserving home delivery mechanisms and the central role of trained volunteers in last‑mile governance.
