Agriculture remains the backbone of India’s economy and a cornerstone of livelihoods, food security, and rural development. At Civic Policy Forum, agriculture is a core research area where policy analysis meets ground realities, with a focus on building a resilient, inclusive, and future-ready agrarian system.
Our research examines the full spectrum of agricultural policy—from farm productivity and income security to sustainability, market access, and institutional reforms. We study how public policy shapes outcomes for farmers, farm workers, agri-entrepreneurs, and consumers, and how these policies respond to emerging challenges such as climate change, resource stress, and technological disruption.

Farmers’ income and livelihood security: Analysis of MSP regimes, procurement systems, input subsidies, crop insurance, and income support mechanisms.
Climate-resilient and sustainable agriculture: Policy pathways for water conservation, soil health, agroecology, and climate adaptation strategies.
Agricultural markets and value chains: Reforms in APMC systems, e-NAM, agri-logistics, food processing, and private sector participation.
Technology and innovation in agriculture: Digital agriculture, AI-enabled advisories, mechanisation, and their policy and equity implications.
Rural institutions and governance: Role of cooperatives, FPOs, panchayats, and decentralised planning in strengthening the farm sector.
